Since 2013, Ugis Noritis has built a strong and convincing expertise within the Ministry of Defence of the Republic of Latvia, earning both civil service and political advisory roles in defence planning. As of September 2024, he serves as the Undersecretary of State for Planning.
Ugis’ academic background includes studies at the Baltic Defence College, the Royal College of Defence Studies, and King’s College London. Previously, at the Ministry of Defence, he led the Defence Planning and Analysis Department and advised on nuclear deterrence and air and missile defence matters.
