Undersecretary of State at the Ministry of Economic Development and Technology of the Republic of Poland. Political scientist, think-tank expert, and author of numerous publications on transatlantic relations, European policies, and European security.
Born in Warsaw, he studied Economics and Political Science at Mercer University (US), the University of Oxford, and Maastricht University, earning a Master’s in European Public Affairs from Maastricht in 2005. That year he joined the Brussels office of the German Marshall Fund of the United States (GMF) as a think-tank analyst, focusing on transatlantic cooperation with Central Europe and the Eastern Partnership countries.
From 2008 to 2011 he worked in Washington, D.C., leading a project on transatlantic trade. In 2011 he established GMF’s Warsaw office, the first permanent office of a Western think tank in the city, and from 2011 to 2021 expanded the Foundation’s activities in Poland and across the EU’s eastern flank. In 2021 he became Managing Director of GMF East, overseeing work in Poland, Ukraine, the Baltic States, the Visegrad Group, and Romania, where his team produced a report on a proposed ‘Marshall Plan’ for Ukraine.
He is a frequent contributor to Polish and international media on economic and international affairs.
