A Large Data Centre Near Riga: Energy, Infrastructure and Investment

A proposed large AI data centre near Riga could become one of Latvia’s most significant infrastructure developments in the coming years. The site adjoins the city, close to the TEC-2 power station, and offers access to electricity generation, high-capacity optical networks and land for construction and future expansion. The proposed facility would require up to 550 MW of power.

How can energy supply, infrastructure, investment and regional development be brought together to deliver a project of this scale? Experience from other data centre developments in Latvia and the Nordic countries can help inform the discussion.

Main areas for discussion:

  • What infrastructure and partnerships are needed to develop a large AI data centre in Latvia?
  • What lessons can Latvia draw from large data centre developments elsewhere?
  • How can developers, investors, utilities, municipalities and national institutions coordinate decisions and share responsibilities?
  • What role could this project play in Latvia’s wider ambitions for AI and digital infrastructure?

This discussion will be particularly relevant to:

  • Data centre developers, technology companies and investors;
  • Electricity producers, grid stakeholders and district-heating companies;
  • Decision-makers on national and municipal levels, and investment agencies;
  • AI and digital infrastructure experts.

This moderated session will open with perspectives from the proposed project’s developer and other data centre developers, informed by international experience. Latvian experts, investors and decision-makers will then reflect on the opportunities, constraints and decisions ahead.

Target outcome: a clearer shared understanding of what it would take to develop a large data centre near Riga, and how the organisations involved can work together.
