Rethinking Digital Identity: Who Builds, Who Owns, Who Pays?

As Europe moves rapidly toward implementing the next phase of digital identity infrastructure, the conversation is shifting from “if” to “how”. With the rollout of the European Digital Identity Wallet (EUDIW) under eIDAS 2.0, governments, technology providers, and citizens alike face critical questions about trust, usability, ownership, and control. This workshop creates a space for stakeholders from the Nordic-Baltic region and beyond to confront these questions head-on—examining what kind of digital identity infrastructure Europe truly needs, who should build it, and how to ensure it serves both sovereignty and users.

Fundamental questions remain open to discussion:

  • How do we ensure both sovereignty and usability without ceding too much ground to platform giants?
  • Are we overhyping EUDIW, or does it truly have the potential to become the ‘gold standard’ for digital identity worldwide?
  • What happens when security measures make the system so complex that users opt out? How do we avoid EUDIW becoming just another bureaucratic tool that users dread using?

This roundtable will bring together 15–20 key stakeholders from Nordic-Baltic governments and leading technology vendors to engage in a candid discussion on the future of digital identity in Europe.
We’ll explore financing models, technological constraints, and the balance between interoperability and security. With dozens of existing identity solutions already on the market, is there a risk of duplication—or an opportunity for convergence?

We think this co-creation event could be particularly interesting to:

  • Governmental representatives from the Nordic-Baltic region
  • Technology vendors in the digital identity and e-wallet space
