Ann Williams is a Commissioning and Contracts manager of Adult Social services at Liverpool City Council, including being the innovation network lead which looks at innovative ways of delivering care against a decreasing budget and increasing needs. She has led the Liverpool involvement in the EU STOP&GO programme, where Ann digitalised Liverpool Domiciliary Care services (value £16M+) introduced a LoRaWAN network and IoT sensors into current services. Additionally, Ann led the DCMS Phase 1 5G Test Bed and Trial for Liverpool City Council, and now is leading the 5G Create project.
Previously she had been in Citizen Advice Bureau management for 19 years at both local and regional level. Always driven by a strong sense of social justice the current world pandemic has highlighted the issues digital poverty brings. The 5G Create programme aims to lessen the health inequalities and the digital divide by providing a free independent 5G network run by the local statutory bodies and NHS.
