Defence Counsellor Embassy of Latvia to the United Kingdom

Mihails Potapovs is a senior Latvian civil servant and diplomat, currently serving as Defence Counsellor at the Embassy of Latvia in the United Kingdom. Prior to this role, he led the EU Cybersecurity Affairs Section at the Latvian Ministry of Defence, where he was responsible for shaping, negotiating, and implementing EU cybersecurity legislation and fostering international cooperation. As a lead co-author of Latvia’s National Cybersecurity Law, he played a key role in modernising national cybersecurity governance.

Mihails represented Latvia at the European Cybersecurity Competence Centre and the EU Agency for Cybersecurity (ENISA). His career spans positions at the Ministry of Defence, the Ministry of Foreign Affairs, and the European Commission.

He holds a Master’s degree in International Security from Sciences Po and brings a strong strategic perspective on global threats and security policy.
