Richard is a Policy Principal in Ofcom’s Spectrum Group. He has 30 years’ experience working in technology, strategy and policy roles in industry, regulation and government. An engineer by background, he has practical experience of digital infrastructure design and deployment. In Ofcom, he is leading work to understand the radio spectrum requirements of next generation wireless technologies, such as 6G, and developing a spectrum authorisation framework for satellite direct to device services. Richard has an MBA from the University of Bath and an engineering degree from the University of Cambridge.
