Latvia guides Moldova towards a digital pro-European future by forming a key partnership

Latvia and Moldova have formed a partnership to develop Moldova’s digital infrastructure, support Moldova’s advancement of digital transformation projects, and enhance the country’s institutional capacity. The first activities will include training for Moldovan specialists and sharing Latvia’s experience in attracting international financial instruments.

The goal of the partnership is to strengthen Moldova’s digital infrastructure and forge a sustainable path toward a modern, European-standard digital environment. In the recently held parliamentary elections, Moldovan society reaffirmed its preference for a pro-European course, which signifies clear support for the continuation of the digital transformation. This mandate, given by the public to the government and parliament, provides additional motivation to accelerate digitalization policy. Hence, Latvia’s support can be a catalyst for Moldova’s growth and integration into the European space.

The Latvian-Moldovan project involves training programs for the Moldovan Information Technology and Cybersecurity Service (Serviciul Tehnologia Informației și Securitate Cibernetică, STISC) and other state specialists on EU financial instruments and project implementation, aiming to boost Moldova’s capacity to attract external resources for digitalization. Moreover, the creation of a national data centre in Moldova has been set as a future priority, with Latvia providing methodical and organizational support. 

The project is supported by the Latvian Ministry of Foreign Affairs and is being implemented by the Electronic Communications Office of Latvia in cooperation with Safege Latvija, serving the needs of STISC. 

The Latvian-Moldovan partnership will also be in focus at the 8th annual Techritory forum, taking place in Riga on October 22-23. A delegation from Moldova, comprising representatives from the Ministry of Economic Development and Digitalization, STISC, and other leading institutions, will visit Latvia to meet with local companies and discuss potential cooperation opportunities and future projects in the field of digital transformation.

This cooperation with Moldova is a step towards Latvia establishing itself as a leader in digital transformation and supporting other European countries on their path to a secure, modern, and sustainable digital future.

“In the development of digital infrastructure and e-governance, Latvia has been among the leaders in Europe for several years. We are among the top 10 EU countries for the availability of digital public services, and more than 90% of the services provided by the Latvian public administration are digitalized,” said Ieva Jāgere, Director of the Investment and Development Agency of Latvia (LIAA).

“Our advantage is the ability to implement innovative solutions quickly and flexibly adapt them to the needs of residents and businesses, which investors appreciate. This very experience makes Latvia a reliable partner that can provide practical support to other countries on the path to digital transformation. Cooperation with Moldova confirms that Latvian knowledge and competence are not only a national resource but also a significant competitive advantage for Europe as a whole,” she added.
